City Releases Outlet Mall Updates, naming Chili’s, Waffle House and Panda Express, with more restaurants to follow.

Hillsboro, Texas

Official news is finally made public, after months and months of whispers and guesses about which businesses will move in to the “restaurant row” development fronting Interstate 35 in Hillsboro. The current site is currently being demolished, in what was the former outlet mall property.

From the Hillsboro, Texas City Government Facebook Page post on July 18th 2025:

OUTLET MALL UPDATE: Phase I, “pad sites” along frontage road, will begin construction soon. There are a total of 10 sites in the plan, and there are active prospects for 5 of those so far. The first 3 are publicly known. Panda Express is scheduled to begin construction in August and open in early 2026. Chili’s is scheduled to begin construction in September and open in late spring 2026. Waffle House has not yet identified a timeline. Developer Brian Glaser told the Hillsboro City Council that it would take 3 years for the first new thing to open. The project started in March of 2023 and as of now it’s right on schedule to begin delivering in March of 2026! In the photo below, counting from left to right, Chili’s is #3, Panda is #5, and Waffle House is #10.

Project aims to create 400 jobs, open in 2026

The $75 million project aims to attract a big-box retailer — potentially a home improvement, hardware or major grocery store — as its anchor, said Brian Glaser, president of Glaser Retail.

The restaurants will include a mix of national chains, fast food, quick-service, a coffee shop and a sit-down restaurant, Glaser said. He declined to identify the tenants, but a search of Texas Department of Licensing and Regulation filings shows a Chili’s Grill & BarPanda Express, and Waffle House among those that have applied to build at the site.
